Government of Saskatchewan to Consult on Building Energy Efficiency Code

The Government of Saskatchewan has announced that they will begin consultations on residential and commercial building energy efficiency codes. The first session is Monday, February 25th 1:30-4:30 at the Saskatoon Travelodge. There will be many other dates and locations over the next few months as well as an online survey.

ASHRAE advocates for building energy efficiency and supports the adoption of building energy codes. Therefore, the ASHRAE Saskatoon chapter has partnered with Saskatchewan Chapter of the Canada Green Building Council and the Saskatchewan Environmental Society to promote informed participation at the consultations.

Together we’ve launched an information website that may be found at http://energycode.buildsaskgreen.ca/. Particularly, you will find a report on the front page that summarizes the discussions held at a commercial building stakeholder’s forum held on October 18, 2012.

The main recommendations from the forum participants include:

  • Adoption of National Energy Code of Canada for Buildings (NECB) 2011* 
  • Implementing an Incentive Program 
  • Saskatchewan Based Modifications 
  • Accelerated Public Consultation Timeline

*The current momentum in Canada appears to be behind NECB 2011 and not ASHRAE 90.1 for an energy code. ASHRAE Saskatoon advocates for an energy code, not one or the other. Some rationale for this momentum may be found in the report.

Energy Consultations

In October 2012 Saskatchewan had announced the planned adoption of energy efficiency standards for building construction and renovations within Saskatchewan and it is now ready to proceed with the initial step in the overall process.


The ultimate goal of the process is to reduce Saskatchewan’s carbon footprint through enhanced building energy efficiencies while continuing to maintain harmonization in building codes used across Canada.


The Saskatchewan Ministry of Government Relations - Building Standards and Licensing Branch will be holding initial consultations with a broad range of stakeholders beginning in late February and continuing through March and April 2013 on the adoption of the National Energy Code for Buildings (NECB) 2011 and recent revisions to Part 9 of the National Building Code of Canada (NBC) 2010. 


These modified standards are applicable to construction and renovation of housing and small buildings as well as large residential, industrial, commercial, and institutional buildings resulting in increased efficiencies in the building’s envelope, their heating, ventilation and air conditioning systems, water heating, and lighting and electrical power systems.


It is anticipated that consultations will attract a vast range of feedback from a variety of government and public sector interest groups including builders, contractors, material suppliers, architects, engineers and building officials as well as representatives of various communities, municipalities, and associations.


You are invited to participate in this process through the following opportunities:

1.  Attendance at any of the scheduled information sessions located throughout the province (see attached schedule)  

2.  Completion of an on-line survey by April 21, 2013
